IRS Training Regarding BP Claims

Tomorrow, Wednesday, September 1st there will be a training for stakeholders including nonprofits to better understand the tax obligations behind funding received from the Gulf Coast Claims Facility. Many individuals may face financial challenges if preparation to anticipate tax liability is not figured out in advance.

The IRS will hold the training at the VIET office, 4655 Michoud Blvd. Suite D-6, New Orleans, Louisiana tomorrow at 11:30 AM. Lunch will be provided.

Scholarship Opportunity for Independent Sector's Annual Conference

The Independent Sector announces a scholarship opportunity for Executives of Mississippi Delta region-based charitable organizations, including faith-based community organizations, that work to help vulnerable children to succeed. Organizations with annual budget of up to $5 million are eligible to apply. Nonprofit leaders who are under the age of 40 are strongly encouraged to apply as well as nonprofit public policy professionals. Awardees must participate in the entire conference.

The scholarships aim to provide an opportunity for leaders of small charitable orginzations based in the Mississippi Delta region (including those in Mississippi) to participate in an exceptional learning and networking event.

Scholarship applications are due by close of business on September 8, 2010.

Nonprofit BP Claims Technical Assistance

With support from the Louisiana Department of Children and Families, the Louisiana Association of Nonprofit Organizations (LANO) will be conducting workshops and conference calls throughout the fall in order to support nonprofits with their BP claims application process as a result of the oil spill disaster.

GNOF Makes Grants Available Through IMPACT 2010

Greater New Orleans Foundation Makes Available $700,000 for Nonprofits Through IMPACT 2010

The Greater New Orleans Foundation has launched IMPACT 2010. This program will award $700,000 in grants to nonprofit organizations serving the Greater New Orleans region.

The Greater New Orleans Foundation is the community foundation serving the 13-parish Greater New Orleans metropolitan area. They design and lead initiatives that improve the region, connect donors to community needs, identify and support great nonprofits, and strengthen civil society.

Grants will be awarded in the following categories:
  • Arts & Culture
  • Children & Youth
  • Civic Engagement & Infrastructure
  • Education
  • Health Human & Social Services
The ultimate goal of IMPACT 2010 is to create a resilient, sustainable, vibrant, and equitable region in which individuals and families flourish and in which the special character of the New Orleans region and its people is preserved, celebrated, and given the means to develop.

Who can apply? Nonprofit, tax-exempt organizations that serve the Greater New Orleans region are eligible to apply. Organizations that are not tax-exempt but have a fiscal agent relationship with a 501 (c)(3) organization are also eligible.

Where is the application? The application is available at www.gnof.org. Hard copies can also be picked up at the Greater New Orleans Foundation office, 1055 St. Charles Avenue, Ste 100.

What is the deadline? The first step is to submit a Letter of Intent by September 3, 2010.

What is the process? The Greater New Orleans Foundation will review all Letters of Intent and decide which organizations will be invited to complete a full application for funding.

The New Orleans Index at Five

Over the past five years, the Greater New Orleans Community Data Center and the Metropolitan Policy Program of the Brookings Institution have been charting the recovery of New Orleans from Katrina. As the fifth anniversary approaches, the partners have produced the New Orleans Index at Five. The collection of reports documents key post-Katrina reforms and examines 20 indicators over the course of the past thirty years. The analysis moves beyond assessing recovery progress. It’s designed to determine whether New Orleans is bouncing back better than before. It also creates a baseline as the city asks, “Where do we go from here?”

Go to the Greater New Orleans Community Data Center's website to download the reports, which include: an overview that highlights key findings, the complete data trends analysis, seven full essays on major post-Katrina reforms, and two background papers on the New Orleans economy.

One of the lead authors of the New Orleans Index at Five, Allison Plyer of the Greater New Orleans Community Data Center, will be participating in this year’s LANO Annual Conference. She’ll be part of the RAND Gulf State Policy Institute’s track entitled "Translating Research into Action: From Recovery to Renaissance."

The track looks at ways research can help nonprofits respond more effectively to disaster. Ms. Plyer will be a panelist in a session on assisting the displaced and returned population. That session will be held at the Astor Crowne Plaza on Thursday afternoon from 1:30pm-4:10pm.

Important Info on Capital Outlay Appropriations

Did your organization receive a capital outlay appropriation in HB 2 for the 2010-2011 state fiscal year? If so, the following information is of importance to you.


Having a general obligation bond appropriation in the Capital Outlay Budget (HB 2) is no guarantee that the funding will be made available for your project. From the Capital Outlay Budget, a limited number of items are selected to be immediately funded through the granting of a Line of Credit by the State Bond Commission. There is only a limited amount of Line of Credit capacity and this capacity is not enough to fund every general obligation bond appropriation. Some projects listed in the Capital Outlay Act will go unfunded in FY 10-11.


At the July meeting of the State Bond Commission, it was announced that the new general obligation bond appropriations would be considered for Lines of Credit at the September meeting of the Bond Commission. The Division of Administration is currently working on developing the list of new lines of credit that they will recommend for consideration at the September 16th Bond Commission meeting. This list will probably be finalized by the end of August.


If you received an appropriation in the Capital Outlay (HB 2) Act 21 of the 2010 Legislative Session, you should have received a memorandum from the Commissioner of Administration in the last week of July advising you of the Line of Credit Request process.


The Commissioner of Administration Paul Rainwater acts as the “clearinghouse” for developing the Line of Credit recommendations with input and guidance from the Governor’s Office, Legislators and Facility Planning.


Line of Credit Requests are judged on a variety of factors. The priorities of legislative leaders and decision makers are considered in developing the Line of Credit recommendations.


If you have not already done so, you and/or the appropriate Legislators might want to be in contact with the Commissioner Paul Rainwater (225-342-7000), Assistant Commissioner Jerry Jones (225-219-1218), or someone on the Governor’s Office staff (225-342-7015) to advocate for your new Capital Outlay Bond Appropriation to be included on the Line of Credit list for the September 16th meeting of the Bond Commission.

Early Voting for the Closed Congressional Primary Begins

Early voting for the Aug. 28, 2010 Congressional 1st Party Primary began Saturday, August 14th and ends Saturday, August 21st. (Sunday excluded).

If you are planning on traveling to attend LANO's Annual Conference August 25th - 27th and are staying in New Orleans for the weekend, or if you will be away from home for whatever reason, remember to vote early. Unlike the past, you don't need a reason. Just go to your Registrar of Voters office or designated voting location and cast your ballot!

The registrars of voters will open their offices from 8:30 a.m. to 6 p.m. for each day of early voting. When you go to cast your vote early, you will be asked to identify yourself with either a photo ID or signature on a voter affidavit. You may use a driver's license, a Louisiana Special ID or some other generally recognized picture ID that has your name and signature.

This is a closed primary, which means that your party affiliation determines who you are eligible to vote for. Below are links to information on who you may vote for, based on your party affiliation and the district you live in (provided by the Secretary of State's Office).

IRS Extends Filing Deadline for Small Nonprofits

The IRS has announced relief for small nonprofit organizations to come back into compliance and retain their tax-exempt status even though they failed to file for three consecutive years.

Approximately 5,123 Louisiana nonprofits may still need to file.

The smallest organizations (under $25,000) that are required to file the Form 990-N (e-Postcard) can maintain their tax-exempt status by filing the required electronic notice by October 15, 2010.

Other small organizations – those eligible to file Form 990-EZ for all three years – can use a one-time voluntary compliance program (VCP). If an organization loses its exemption, it will have to reapply to regain its tax-exempt status.

EPA Announces $200k in Nonprofit Grants to Support Communities Directly Affected by BP Oil Spill

The U.S. Environmental Protection Agency is accepting proposals for up to eight $25,000 cooperative agreements to support the protection of human health and the environment in communities affected by the BP oil spill. Local incorporated nonprofit community-based organizations—including faith based organizations and those affiliated with religious institutions, environmental justice networks, and local Native American tribal governments—located and working in areas within affected states, are eligible to apply by September 13, 2010.

Department of Children and Families seeks Community Partners for SNAP Enrollment

DCFS Community Partner Program

Does your nonprofit serve middle and low-income Louisianans? Is your organization looking for an innovative way to assist citizens in securing needed resources? The Louisiana Department of Children and Family Services (DCFS), formerly the Department of Social Services, is seeking community partners to assist in their ability to serve the community. Their goal is to integrate “service centers” within businesses, non-profits and resource centers in the community to further expand access to our services and better serve those seeking assistance. DCFS staff will interview the applicant and determine eligibility for services/ benefits for all levels of partnership.

DCFS has piloted the community partnership initiative in 13 parishes across the state but will now focus recruitment efforts on the parishes that are being most impacted by the oil spill. Those parishes include: Cameron, Iberia, Jefferson, Lafourche, Orleans, Plaquemines, St. Bernard, St. Charles, St. John, St. Mary , St. Tammany, Tangipahoa, Terrebonne and Vermillion.

The Community Partner program offers three levels of partnership. If an entity chooses to become a Community Partner with DCFS, they will choose a level of partnership that they determine would be conducive to the mission of their organization. The three levels of partnership offered by the Department are:

Bronze Level Partner
Make informational material such as pamphlets and brochures available to the client. These materials will be provided by DCFS.
Offer a computer if one is available for public use for applicants to enter their own information in the on-line application. It is not necessary for the partner’s staff to be available to answer questions.
Offer a paper application if the client requests a paper application.
Provide applicants with a place that affords sufficient privacy to complete the application without compromising confidential information.
Offer a self-addressed stamped envelope to the client to mail an application and/or verification to a DCFS office. DCFS will provide the envelopes.
May make other office equipment such as telephones, fax machines, copiers, etc. available to the applicants to carry out DCFS program business.

Silver level Partner - In addition to the responsibilities listed under the Bronze level partner, the entity must make at least one computer available with Internet access for clients to enter their own information in the online application and have partner staff available to answer questions during the process.

Gold level Partner - In addition to the responsibilities listed under the Bronze and Silver levels, the Gold level partner must have partner staff available to enter application information on behalf of the applicant upon request.

As a partner with state government, the nonprofit community has an opportunity to further access to vital services for our citizens. LANO encourages all nonprofits to consider this opportunity for partnership.

Secretary Mabus Holds Town Hall Meetings in LA Tomorrow

Tomorrow, August 5th, Secretary of the Navy Ray Mabus will be holding town hall meetings in Louisiana to discuss the creation and implementation of a Gulf Restoration plan.

These town hall meetings are open to the public and media, and will provide residents an opportunity to discuss long-term economic and environmental restoration ideas with the Secretary. LANO encourages you to attend one of the town halls. Please feel free to pass this along to anyone you think may be interested in attending.

LANO Informs House Subcommittee on Oil Spill Effects and Nonprofit Needs

BATON ROUGE—The Louisiana Association of Nonprofit Organizations (LANO) delivered written testimony today to the House Committee on Ways and Means, Oversight Subcommittee, to supplement a July 20 public hearing titled, “The Immediate Need for Charitable Assistance in the Gulf Coast Region".

The Subcommittee hearing focused on the escalating demand for charitable assistance to residents and wildlife in the Gulf Coast and how charitable donations to the region are being used.

“LANO applauds Congress for this important examination of the significant role nonprofits play in addressing the oil spill disaster,” said Elisabeth Gehl, LANO Governmental Relations Director.

At the request of the Subcommittee, LANO provided a comprehensive report including results from its nonprofit needs assessment survey released within weeks of the Deepwater Horizon accident; an overview of state nonprofits’ roles in disasters; a listing of current needs voiced by local nonprofits; and LANO’s policy recommendations going forward.

As summarized in LANO testimony, “Nonprofits are struggling with their restricted capacity to handle the influx of new clients and their additional needs. They have few staff and small budgets, and their inability thus far to secure funding from BP and other donors is limiting their ability to be responsive, and detours organizations from their planned fundraising and earned revenue generation.”
